In the aftermath of the recent Palisades, Eaton, and Los Angeles wildfires, debris removal is a vital first step in the rebuilding process, as hazardous materials left behind resident’s properties pose significant public health risks. The cleanup is carried out in two essential phases:

Phase 1: Household Hazardous Waste Removal
Managed by the U.S. Environmental Protection Agency (EPA), this phase focuses on identifying and safely disposing of hazardous materials such as asbestos, mercury, and other toxic substances. Property owners are automatically included; no sign-up is necessary.

Phase 2: General Debris Removal
DEADLINE TO OPT-IN OR OPT-OUT IS MARCH 31, 2025
Once hazardous materials are cleared, property owners must decide between two options for removing remaining debris:

Opt-In Program: Participate in the government-sponsored cleanup managed by the U.S. Army Corps of Engineers at no direct cost. This requires submitting a Right of Entry (ROE) form to grant access to your property. You will need to decide whether you want to remove your property’s foundation or leave it in place.
TO OPT-IN: Visit the LA County Debris Removal page and complete a Right of Entry (ROE) form.
- Opt-Out Program: Hire a private, qualified contractor to handle debris removal at your expense. This choice necessitates adherence to specific regulations and standards to ensure thorough and safe cleanup.
TO OPT-OUT: Visit the LA County Debris Removal page and complete an Opt-Out of Debris Removal on Private Property form.

It’s important to note that Phase 1 clearance by the EPA is a prerequisite for obtaining permits related to Phase 2 activities.
